The innovative implementation concept to be developed, "KEM Priority Region: Getting out of Oil and Gas", has the following objectives: Development of measures to replace gas and oil heating systems with climate-friendly alternatives (e.g. climate-friendly local and district heating, wood heating or heat pumps), to reduce heating energy consumption (refurbishment, increased efficiency, etc.) and to expand renewable energy sources as a contribution to climate protection.

The vision of the project is for KEM Eisenstadt & Environs to become THE model region in Austria for the heat transition and to achieve a corresponding radiance. The region includes Eisenstadt, Breitenbrunn, Donnerskirchen, Klingenbach, Mörbisch, Oslip, Oggau, Purbach, Rust, Schützen am Gebirge, Siegendorf, St. Margarethen, Trausdorf, Wulkaprodersdorf and Zagersdorf with around 44,000 inhabitants. In addition to the 15 municipalities as project partners, 18 stakeholders are supporting us in the implementation of the 10 measures (see below). The regional goals include

  • Elimination of fossil-fuelled heating systems: fossil-fuelled heating systems are to be gradually replaced with climate-friendly alternatives by means of energy and funding advice, with the aim of completely eliminating fossil-fuelled heating systems by 2030. In addition, space heating requirements are to be significantly reduced through thermal refurbishment and efficiency improvement measures
  • Increasing the use of district heating: The use of district heating is to be significantly increased, with heat pumps, solar thermal energy and biomass boilers being increasingly used in areas without district heating.
  • Cooperation with housing developers: Fossil-fuelled heating systems are to be reduced and sensor-based heat control systems promoted in order to increase confidence in new technologies.
  • Renewable gas: The production and use of renewable gas such as biomethane should be significantly expanded in order to ensure a sustainable energy supply.
  • Heat-oriented spatial energy planning: This is intended to promote sustainable residential development with a focus on compact settlement structures and the utilisation of vacancies before new buildings are constructed.
  • Process energy in the manufacturing sector: The use of fossil fuels to provide heat should be avoided and replaced by alternatives such as district heating, heat pumps, waste heat, biogas and hydrogen.
  • Municipalities act as role models for the heating transition (renovation of municipal buildings, energy advice, awareness-raising...), mobilise more funding and financing resources, also to make energy policy socially acceptable and combat energy poverty.
